Built for scale and backed by sovereigns, the DSR Bank will address three critical challenges:
Affordable capital for governments – Delivering long-term, low-cost financing without adding pressure to national balance sheets.
Smarter, faster procurement – Supporting governments in streamlining and financing defence acquisitions.
Unlocking private capital – Providing guarantees that enable commercial banks to fund defence and security firms across the supply chain.
The Mission of the DSRB Development Group
The DSRB Development Group serves as the incubator for the Defence, Security & Resilience Bank. Our mission is to support participating nations in designing, structuring, and establishing the DSR Bank as a permanent multilateral financing institution.
We are working with governments to co-create the Bank’s legal charter, governance framework, and operating model, ensuring it is purpose-built to mobilise capital for collective security and national resilience.
This is a time-bound initiative. Once nations have legally constituted the DSR Bank and transferred ownership into a formal multilateral structure, the Development Group will dissolve—leaving behind a durable, mission-driven financial institution capable of addressing one of the most urgent challenges of our time: how to fund and scale the capabilities that safeguard democratic security.
The Team
The Defence, Security & Resilience Bank (DSRB) Development Group brings together a unique coalition of leaders from finance, defence, academia and multilateral institutions. Collectively, our team has decades of experience in Global Banking, national security, and international diplomacy. This blend of expertise ensures the DSRB is being designed to meet the complex security needs of democratic nations, with the credibility and discipline of the world’s most respected financial institutions.
Our leadership includes former senior NATO and government officials, who have hands-on experience of creating new multilateral institutions. Experienced global bankers who have managed billions in assets and created new financial institutions. Working alongside advisers from across Europe, North America, and the Indo-Pacific. The team reflects the broad, international nature of the project. Together, we are committed to building an institution that is mission-driven, owned by its member states, and able to mobilise resources at scale for the defence and resilience of allied nations.
